Pranab on two-day tour to Assam, Arunachal

GUWAHATI, Nov 19: President Pranab Mukherjee will visit Assam and Arunachal Pradesh on November 20 and 21, when he will attend convocation of Tezpur University.

According to an official release by Rashtrapati Bhavan, Mukherjee will attend the 12th convocation of Tezpur University at Tezpur in Assam on November 20.

"On the same evening, he will also witness a cultural programme and receive a copy of the book 'Agnikanya Chandra-prabha Saikiani' at the Tezpur University Auditorium," it said.

On November 21, the President will present the 'Standard' to 26 Sqn and 115 HU of Indian Air Force at Air Force Station, in Tezpur.

He will then leave for Arunachal Pradesh and will address the 1st Convocation of National Institute of Technology at Yupia, the statement added. PTI

 

MLA expresses concern for delay in Koloriang mini secretariat

KOLORIANG, Nov19: Koloriang MLA Pani Taram and the Kurung Kumey District administration have expressed concern over inordinate delay in completion of the much-hyped ‘mini secretariat’ for Koloriang, the district headquarters of Kurung Kumey.

The MLA and Koloriang Deputy Commissioner in-charge, Deepak Shinde today visited the construction site of the mini secretariat and inspected the half-constructed building’ s length and breadth.  The impression they got was that the building evoked eerie resemblance of ‘bhoot bangla’ of a Bollywood movie, without signs of human activity in recent time.

Further, the MLA has asked the district administration to write to the construction agency (National Buildings &Construction Ltd) for justifications for stoppage of works. The project works for mini secretariat has been dragging on for last four years. DIPRO

 

Societies donate medical equipments to Seppa hospital

SEPPA, Nov 19: East Kameng district unit of Women Welfare Society and Changtam Aneh Society donated equipments for labour room of District Hospital, Seppa in a simple function  held at DMO office here yesterday.  The donated equipments included labour table, inverter, battery etc.

While receiving the equipments, DMO Dr. N Geiyi lauded both the NGOs for their contributions. He appealed both the organizations for co-operation in health related programme in future. He also urged them to organize awareness campaign against the ill effects of drugs and tobacco products.

Lohit ATMA governing body meeting held

ITANAGAR, Nov 19: A governing body meeting of ATMA Lohit was held today at DC’s Conference Hall. The meeting presided over the Lohit DC cum ATMA chairman Dr. B. M. Mishra reviewed the ATMA activities during 2013-14 and several important resolutions.

DBYC initiates teachers’ effectiveness training

ITANAGAR, Nov 19: Don Bosco Youth Centre, Itanagar in collaboration with All Arunachal Private Schools Association (AAPSA) and Don Bosco School, Palin held Teachers Effectiveness Training for 15 private and government schools of Lower Subansiri District at Don Bosco School, Palin on Monday.

The training which began with key-note address by Fr. Manuel Paikada, Principal Don Bosco School, Palin, was attended by 64 teachers.

The programme, an initiative of DBYC Itanagar and AAPSA aimed at making the private as well as government school teachers of the State more committed to the mission of education.  

True to the theme of the training, “Teaching Job to Educating Mission”, the programme serves as a clarion call to all in the teaching mission to consider teaching as a noble mission of empowering young people and thus building a strong future for Arunachal Pradesh.  

The Resource Persons dealt extensively on topics such as Teaching Job and Education Mission, New Trends in Education, Problems of Young People Today, Challenges of Modern Day Education and Class Room Management.  

In the valedictory function, the government school teachers requested the organizers to include them as well in all future training programmes.

“We are not going to go back to our class rooms the way we came for the training,” one of the trainees said.  

 

East Siang chalks out plans for Air show and job mela

PASIGHAT, Nov 19: East Siang Deputy Commissioner Nidhi Srivastava held a consultative meeting this evening with the officers to finalize the plans to organize Air show and job mela at Pasighat.

Srivastava informed that Indian Air Force is going to organize Air-show for the first time in Pasighat on Nov 24 next. It would be thrilling experience for the people of the town and would inspire the youths to enroll in nation’s air-force wing for both technical and non-technical posts. Three days long recruitment rally would start at the general ground soon after the air-show, she informed.

The DC further informed that the district administration was all set to host Job Mela selection process for unemployment youths under Chief Minister Skill Development and Employment Generation Program.

Parliamentary Secretary for Industry, Tatung Jamoh would declare the selection process open on Nov 26 next in the office of the Deputy Director Industries, Pasighat and more than thirty Vocational Training Providers, across the country have consented to extend skill developments in various trades.

Capacity building for supporting staff

CHANGLANG, Nov 19 : The Department of Education, Changlang organized a capacity building programme  for recently recruited supporting staff of residential school and 50 bedded girls hostel at Changlang  on November 17. The programme was also attended by members of School Management Committee, PRI Members and in-charge teachers of various schools in the district.

Changlang Deputy Commissioner Chanchal Yadav while asking the supporting staff of residential school to be sincere and to stay in their respective place of postings, warned them of ‘No Work, No Pay policy’.  She urged them to work honestly and adhere to the norms of the scheme. In order to ensure proper deliverance of duties of support staff she exhorted SMC and PRI members to monitor their services strictly and called for necessary inputs.

Job-mela organized at Khonsa

KHONSA, Nov 19: Job-Mela for Tirap and Longding districts was organized at District Industries Centre Khonsa yesterday.

90 candidates from Tirap and 7 from Longding districts registered their names and faced the interview. All the selected candidates will be imparted training in their respective trades by Vocational Training Providers (VTPs).

7 VTPs, namely, CIEPET Balasore, Amazing Network Gawahati, Orion Edutech Kolkata, JIS Foundation Kolkata, VLCC Health Care Ltd Gurgaon, Donbosco Tech. Dimapur and Don Bosco Youth Centre Itanagar participated in the programme. During counseling session all the VTPs explained the provisions and past services of their Training Institutes.  

P Arangham, DDI briefed on management and organization of the programme while K Sharma, DD (SKD) spoke on guideline and procedure of the job mela.

‘Jan Suvidha’ branch inaugurated

ITANAGAR, Nov 19: The newly established "Jan Suvidha" branch at ADC office, Hayuliang was inaugurated by ADC Hage Ruja today in presence of circle officers of Manchal, Chaglongam and all the staff of the office.

Ruja advised the staff at ‘Jan Suvidha’ branch to ensure that the public got the benefit of the single window delivery system of issuing ST/PRC/ILP/I-Card, income certificate etc. He exhorted all the staff to work sincerely in larger interest of public service.

 

Training on e-Granthalaya

ITANAGAR, Nov 18: Two days training on Library Automation Software (e-Granthalaya) has been conducted in National Informatics Centre (NIC) Tezu for the Librarians of District Library and IGG College Library and staffs. Having undergone training on Library Automation Software, the Libraries in Lohit district is going to be the first in the State to have the complete Library Automation.

The training has been conducted successfully under the supervision of the DIO NIC June Kadu. DIPRO

 

Local leaders complain against defective bridge construction

ITANAGAR, No 18: A group of GBs, panchayat and public leaders led by Chambang Anchal chairperson Michin Talang, in a memorandum, has drawn the attention of the RWD minister about the defective bridge constructed along the Bokam-Chambang PMGSY road over Kurung River.

Accusing the agency of defective construction, the memorandum claimed that the middle portion of the bridge was twisted while one side of the bridge towards Chambang capsized.

While the bridge was unfit for vehicular traffic, the road work from Landang to Kuru River was poor and gets blocked very often. The road from bridge point to Chambang was unfit for two-wheelers, the memorandum claimed and called for halting payment till reconstruction of the road and bridge.

 

Panchayat leader reacts

ITANAGAR, Nov 19: The VIII Mengio  Anchal Chairperson Nabam Sera today clarified that no ASM had claimed for the quota in schemes.

Reacting to the reported statement of PD DRDA Toko Babu during District Level Vigilance and Monitoring Committee (DLVMC) meeting at Yupia on November 14 that some ASM chairpersons claimed for quota provisions in certain schemes, the Anchal chairperson expressed strong resentment over the PD statement. He said  that they did not claim for the quota instead demanded that selection of beneficiary for schemes should be done from gram panchayat level rather than at district level.

 

CORRECTION

The All Nyishi Students’ Union (ANSU) observed the 22nd (not 23rd) death anniversary of late Biki Tallang and late Kabak Hira at its office, Itanagar on November 18 and the unfortunate road accident occurred  in 1992 (not 1991). The inadvertent error is regretted.

 

Clarification

In a news item published on Nov 19 in this daily, it was wrongly mentioned that 25 teachers and 5 Chowkidars were appointed from MLALAD of Tirong Aboh, MLA 56-Khonsa West.

Tour operators express reservations over delegation of PAP power

ITANAGAR, Nov 19: The Arunachal Pradesh Tour Operators Association (APTOA) while supporting the proposed policies for relaxation of Protected Area Permit (PAP) and creating of new tourist circuits has expressed reservation over decision to delegate powers to issue PAP to Deputy Resident Commissioner (DRC) Kolkata and Guwahati directly to the Foreign Tourist without sponsorship of registered tourist operator.

APTOA has written to Chief Secretary for immediate rectification claiming this move will hamper the growth of tourism industry in this unexplored and under developed state.

“Once RCs and DRCs start issuing PAP directly to the foreign tourists without routing through local registered tour operators, the Tourism scenario of the state will surely hamper our fragile social set up as well the environment.

The present set up of infrastructure as well as atmosphere at grass root level in various tourist destinations is not yet in a proper mode to receive and accommodate tourists in bulk,” APTOA memorandum read.

Further it added, “If RCs and DRCs starts issuing PAPs without involving local registered tour operators, the tour operators from rest of the country will exploit and monopolise the system for their own commercial benefits as seen in Goa and other North East States of India like Nagaland and Manipur. The present form of issuing PAP to genuine tourists visiting Arunachal Pradesh through local registered tour operators is smooth and hassle free system.”

The present policy adheres to the State Government’s slogan of self employment and sustainable income generation as well as skill development avenues which involves the hospitality and service providers like, tour operators, guides, transporters, hoteliers, home stay promoters etc.

 

Todo United tame Mohun Bagan, create history

ITANAGAR, Nov 19: Todo United FC of Arunachal Pradesh scripted history, when they stunned Mohun Bagan Football Club, Kolkata, 4-1 in the quarterfinals of the North East India Cup Football-2014 tournament at North Lakhimpur, Assam yesterday.

This is the first time any football club or team from Arunachal Pradesh has defeated a major football club of the country like Mohun Bagan, also one of the oldest football clubs in Asia established in 1889.

Earlier, Todo United defeated Oil India Ltd. Duliajan, one of the prominent and leading football clubs of Assam, 2-0 in their first round match.

As per planning, Todo United waited for at least 15 minutes from the start of the match reading and observing game tactics and strategies of the rival team before going offensive. Thereafter, Todo United players came out in full force and took full control of the game that was played under floodlight.

Pani Talar put Todo United ahead in around 25th minutes leaving the team from West Bengal dumb stuck. The packed stadium erupted in wild celebration in support of the team from their neighboring state when Talar’s strong left footer unleashed from right corner took rest in the net kissing underside of the bar.

A real bonhomie between the people from both Assam and Arunachal could be seen as the fans cheered for the Arunachal team shouting slogan like “Nabam Tuki Zindabad” on every occasion Todo United had scored a goal.

Todo United was leading 1-0 at halftime.

The second half saw both the teams starting the match aggressively creating several scoring opportunities. But it was again Pani Talar, who doubled the lead (2-0) few minutes after the break. Talar was in full form as he did not miss any goal opportunities and in the process he completed his hat-trick few minutes from the time.

An own goal against Mohun Bagan saw the scoreboard Todo United leading 4-0 until few seconds from the time when the team from Kolkata reduced the margin to 1-4.

When asked, Coach Tarh Juna said he was fully satisfied with the performance of his boys and hoped the team will replicate the same in the semifinal to be played against local team Nakari, North Lakhimpur, tomorrow.

Arunachal Pradesh Football Association President Takam Sanjoy, who also rushed to Lakhimpur to cheer for Todo United, also expressed his immense happiness over the outstanding performance of the team.

The tournament is organized by “Young Brigade for Challenge of North East’ to pay tribute to legendary singer-composer late Dr. Bhupen Hazarika.

Renowned singer from Arunachal Pradesh Hemanto Bengia was also invited in the inaugural function of the tournament on November 8 where he sang some popular songs of Dr. Hazarika, which was appreciated by all.

The final will be held on November 23.

 

MLA visits PMGSY road, calls to maintain quality work

RUKSIN, Nov 19: Pasighat-West MLA cum Parliamentary Secretary (Industry), Tatung Jamoh today visited Remi-Miglung area under his constituency and took stock of the progress of the ongoing works of PMGSY road linking Pasighat- Ledum-Koyu (PLT) and Miglung village under Bilat circle.

Addressing a public meeting at Miglung village, the PS requested the villagers to extend cooperation to the implementing agency for successful implementation of the project. Urging the local people to work united overall for development of the area, the MLA assured the local people that he would closely monitor all the ongoing projects in his constituency.

The MLA, who himself is an engineer, avowed that there would be no compromise for any low quality works.

The MLA has urged the contractors concerned for adherence to the approved estimates and maintain quality in the construction of bridge and culverts along the road. He further directed the engineers concerned and PRI leaders of the area for strict monitoring the construction works.

The “Construction of road from PLT road (Remi) to Miglung” under PMGSY schemes for the year 2013-14 is being implemented by the Pasighat Division of Rural Works Department (RWD). The 1.5 km road linking Remi and Miglung village has five slab culverts and a 50 meter-long Build up Girder (BUG) bridge over Remi river.

The estimated cost of the road project is Rs 3.22 crore and it is scheduled to be complete in September, 2015.

The MLA during his visit requested the local villagers to solve any difficulties or problem faced in the road construction works themselves amicably. The RWD officials, local PRI leaders accompanied the PS during his tour.

Earlier, the MLA earlier visited Sille-Yagrung NLCPR road connecting the greater Yagrung area with NH-52 and took stock of its present condition. The road, which was left incomplete for long period has been renovated by Pasighat Rural Work division after termination of the contractors for his fault.

The MLA later visited bridge over Sille River at Niglok, of which right approach was washed out during the last monsoon flood. The breached portion was recently plugged at both sides. He also visited riverbank sites at Mikong village portion and met the village headmen.

 

Delay in investigation concerns family

Tasso Maji death case

ITANAGAR, Nov 19: The family members of one Late Tasso Maji whose body was found under mysterious circumstances at Ganga area recently has expressed serious concern over delay in the investigation. On November 15th morning Maji’s dead body was spotted near SP office by a passerby.

His body was handed over to the family members after postmortem was carried out.

A native of Hari village, Ziro, 21-year-old late Maji was an orphan and had been pursuing his higher studies from open school. He left home on November 14th evening around 8.30 PM after informing the others that he was going to a friend’s house.  

However, to the horror of family members, next day his body was found at Ganga area.

The sister of deceased has appealed to the police to expedite the investigation. “There is inordinate delay in submission of postmortem report. This delay reflects the pace of investigation.  We urge Itanagar police to fast-track the investigation,” said T. Rimung, sister of late Maji.

She went on to add, “Police claims that he might have died after falling from a height. If it is so, there should have been some marks and his bone broken. Also, it seems he was attacked by a sharp weapon on the back side of head as there is an injury mark.”  

 When contacted Itanagar Police Station Officer in charge T Bage informed that a case of unnatural death under section 174 CrPc has been registered and investigation is going on. He also added that they are yet to get postmortem report.

 

21 best paintings nominated for national painting award

ITANAGAR, Nov 19: Altogether 21 best paintings have been selected from Arunachal Pradesh to vie for the national painting competition award to be declared by the Indian Council for Child Welfare (ICCW)-New Delhi during April 2015 next.  The selection was made by a panel of judges including Yumlam Tana DDSE Ziro who is a painter himself, Amaka Tadar Ngemu Free lancer Artist  and Sunil Mow vice president ICCW- AP at a national painting competition organized by ICCW – Arunachal Pradesh in collaboration with Don Bosco Youth Centre Itanagar on 30th September last. The panel recommended the best paintings of 5 in each category as per norms for the National Painting Competition 2015.

The paintings of the following students (group wise) have been nominated for national painting competition award:

BLUE GROUP (13- 16 years ): Nangram Lapang (Don Bosco School Doimukh), Rido Robin ( Govt. Sec. School Ganga), Kime Seema ( V.K.V, Vivek Vihar) and  Biplov Doley and Bengia Sikap ( both from JNK School). GREEN GROUP (5- 8 years): Ashwin.A.Nair ( JNK School), Tarh Tadak ( Govt. Middle School, ‘D’ Sector Itanagar), Martha Natung  (V.K.V. Vivek Vihar), Tadar Tuma ( Little Rose School, Naharlagun) and Neeraj Dutta ( JNK School ). The winners of the National Painting competition will be eligible for monthly scholarship till the child attains the age of 18 years or complete class XII, whichever is earlier. Scholarship will be given to only those winners whose family income does not exceed Rs 5000 per month. The first prize winner will receive cash prize of Rs 5000, Rs 3000 for the second  prize and Rs 2000 for the third prize winner. Apart from this, there will be Rs 500 for each of the two consolation prizes, a silver medal and a certificate, according to an official release.

 

Officers dissatisfied with finance management

ITANAGAR, Nov 19: A two days Training on Public Financial Management System under National Health Mission for District Account Managers/Vertical Programme started today at the Computer Lab of Mission Directorate, NHM, Naharlagun.

Dr. T. Taku, Nodal officer (Training) conveyed Mission Director’s (NHM) message wherein MD expressed his dissatisfaction with the outcome of Training under Finance which has failed to show any improvement despite training imparted to District Finance Management Group for years.

MD further emphasized on the need of Assessment of trainees after training with proper evaluation paper along with Trainers name and Assessment to be submitted to MD (NHM) and Secretary (Health & FW) for qualitative training impact.

Habung Youngbow, Director (Finance & Accounts) stressed on the need to perform by the districts in the form of reporting in FMR. He advised the participants to ensure direct benefit of Public Financial Management System Training from here itself else District Account Managers will be directly responsible for its failure. He stressed on the need to maintain Fixed Assets, Budget Control and Advance Taking Registers. He further shared that the District Account Managers are responsible for monitoring and supervising Vertical programmes’ financial management.

Habung Lampung, Additional Mission Director (NHM) shared that Financial Managers are crucial for success or failure of finance system. Financial Mismanagement in the eyes of Law is non-forgivable, he said. He further said that DAM’s are very important functionaries of the Financial System and their priority is to manage the funds appropriately.

 

State level NCSC  from Nov 27

ITANAGAR, Nov 19: Arunachal Pradesh State Council for Science & Technology is organizing the State Level NCSC 2014 at Arunachal Pradesh Science Centre, Indira Gandhi Park, Itanagar from November 27 to 28. Child scientists (Group Leaders) of the best three projects selected at the District level NCSC 2014 from all the districts of the State will participate and deliberate, present their projects carried out based on different sub-themes selected  under the main focal theme  “Understanding Weather and Climate” in this State level NCSC 2014.

Child scientists, whose projects are going to be selected at the State level NCSC 2014 will get the opportunity to present, deliberate their projects and represent Arunachal Pradesh in the 22nd National Children’s Science Congress 2014 going to be held at Bangalore during 27 – 31 December, 2014.

The National Children’s Science Congress (NCSC), a unique field programme for children in the age group of 10-17 years initiated by National Council for Science & Technology Communication, Department of Science & Technology, Government of India, New Delhi in 1993 provides an opportunity to large number of children all over the country to enjoy learning of science by laying stress on the concept of “Learning by Doing” activities on real life problems and satisfying their creative urges and curiosity through action oriented research projects. The focal theme selected for this year’s NCSC “Understanding Weather and Climate”.

 

High level team visits Lower & Upper Subansiri districts

ITANAGAR, Nov 19: A  10-member team of state level monitoring and supportive supervision headed by PN Thungon, Mission Director, National Health Mission (NHM) visited various PHCs and CHCs in Lower Subansiri and Upper Subansiri districts recently to take of the health facilities and the problems being faced by the health centres. The team inspected District Hospitals, Ziro and Daporijo, PHCs at Siyum, Boa Simla, Baririjo, Puchigeko, CHCs at Murmugli, Dumporijo, Maro, Old Ziro and Health Sub-Centres at Gepen, Hong, Manipoliang, Hari and Siiro.  

Later, a review with concern District Health Societies Ziro and Daporijo was held wherein the observations and findings during the visits were shared with medical officer in-charge of respective health facilities and recommendations were made for improvement of the health facilities in the districts.

Addressing the meeting, the Mission Director assured to all possible help to the districts in terms of making available technical manpower under NHM in few months. He also recommended for Rational deployment of existing HR (regular & contractual both) in concern with district as per case load of facility and training status of HR and decentralization of power of positing of HR within district to DMOs.

Timely procurement and regular supply of essential medicines from the state (DHS & NHM both) need to be ensured as stock out of medicines were observed, he said. Districts also need to strengthen their storage and supply chain system with proper maintenance of drug stock register. Supply of near to expiry drugs matter need to be looked into, he said and added: “inventory management training can also be given to the district. He also commented on large number of high cost uninstalled equipments like blood storage equipments, SNCU equipments, laparoscope, ultrasound machine etc as a matter of concern.

He opined that facility wise action plan needs to be prepared for hospital strengthening through prioritization of activities, like strengthening of labor room, new born services, display of citizen charter, JSSK entitlement and other IEC activities, bio medical waste management and general cleanliness, water supply in the facility etc.

“RKS fund should be optimally utilized for the same. Strengthening of District Programme Management Unit (DPMU) for proper implementation and monitoring of NHM activities in the district, he said. He also emphasized on strengthening the ASHAs by handholding through AFs. All AF to submit advance tour plan to MO i/c and keep it in the facility and accordingly will visit ASHAs.

Mentioning that training is an important part for improving quality of services, he opined that districts need to make comprehensive training plan as per level of service delivery especially at delivery points. He was very particular on the overstaffing and absenteeism in all the facilities visited. The team observed that few MOs, ANMs, DCM, BDM were absent from duty for months which need immediate action from the competent authority. Quality of construction work needs to be monitored and verified during and after completion of work by district verification team, he said adding that the DPR detail of each construction work should be shared with concern district to verify during and at the time of handover of the building.

He also emphasized on regular supportive and supervision monitoring visits by the State Health Authorities, DMOs, DRCHOs, DPMSU, BPMSU and MO i/cs and mandatory regular reviews of health activities  by District Level Vigilance Committee is a must.

A brief meeting was also held with Lower Subansiri Deputy Commissioner on the health status of Lower Subansiri district. The DC assured help and support in overall implementation of health services especially convergence related issues in WIFS with allied departments like Education, WCD etc. The issues regarding high absenteeism of health staff was also discussed and requested to take regular visit to health facilities and conducting monthly review meetings with MO I/Cs. He was also requested to support for solar power back up to make blood storage unit functional.

ITANAGAR, Nov 19: A week long library week was today inaugurated at VKV- Nirjuli by Dr. Joram Begiji, Former Director of Technical and Higher Education and Prant Pramukh of Vivekananda Kendra, Arunachal Pradesh on the occasion of Sadhana Diwas which is to commemorate the birth day of Eknath Ranade, the founder president of Vivekananda Kendra.

The library week will be observed from 19th to 26th November with various activities like Book collection Drive, Book Review competitions for Students, Lecture session by the noted Authors for parents and students are the planned programmes.

While speaking on the occasion Dr.Begi dwelt in length about the contribution Eknath Ranade made in the national arena and particularly for Aruanchal Pradesh.

Selecting and sending teachers for Government School in 70s and setting up of VKVs in the State, Late Eknath Ranade has made remarkable contribution to the state of Arunachal Pradesh, he said. He has appealed the students to imbibe the qualities like determination, perfectionism and strong will from Eknathji.

He has also inaugurated 12 wall magazines prepared by the students on the occasion of Sadhana Diwas.

Dr.Arkotong Longer, Lecturer in Religious Studies, University of Edinburg, United Kingdom was also present for the occasion. He appealed the students to work hard, cherish the humanistic values and have strong determination to achieve good things for oneself and for society.

There were 800 students who attended the programme. PanchananTripathy , Principal welcome the gathering and Ranajan Srivasthava, Vice Principal extended vote of thanks.

VKV, PTC, Banderdewa organized a marathon race from PTC premises to Pathalipahar and return to mark the birth centenary of Eknath today.

Nearly 250 participated in the race which was flagged off by Gari Tai, RI Police Training Centre Banderdewa.  .

The school also chalked out a programmme for year-long celebration of Eknath with theme “One Life One Mission” in various places starting today.

YINGKIONG: The birth centenary year of Late Eknath Ranade was celebrated here today. The day was also organized as a Yuva Sammelan (Youth Motivation camp) which was sponsored by the VKV School Yingkiong. More than 1500 students from different schools of Yingkiong township participated the camp with great enthusiasm.

Inaugurating the youth camp, Upper Subansiri Deputy Commissioner Dr. Tariq Thomas said that the youths are the future of the district, state and the nation. They have the great responsibility to build the nation strong, he  added.

Speaking on the occasion, ZPM Bading Teng and SP Tage Habung called for active participation of  youths in the issues like awareness on health and hygiene.

Web based application training on SMS

ITANAGAR, Nov 19: The three days web based application training on Scheme Management System (SMS) under Business-Process-Re-engineering (BPR) in Planning Department concluded today.

The software on scheme management system in the Planning Department is an initiative of the State Govt. to automate the whole Planning and Monitoring Processes in the state. The Scheme Management System web based Soft Ware has four main modules--Project Management Module, Third Party Project Monitoring Module, Annual Plan Module and Administrative and File Management Module.

It is hoped that the effective application of the software for automation of planning processes in the Planning Department of the Govt. will go a long way in strengthening the planning processes and monitoring system of the State Govt. which is the main wheel of the development of the state.

The whole training processes was managed by the consultants Anupam Banerjee and Migom Doley of PwC Ltd, one of the leading consulting companies in the world.

Sonam Chombay, the Secretary(Planning) announced that the Web Based Software for automation of planning processes will be launched November on 24 at Banquet Hall by Chief Minister Nabam Tuki

The rigorous training programme from November 17 was attended by the nodal officers of various departments of state Govt, the officers of Information and Technology Department, the officers of State Informatics Centre, Itanagar, NABCONS, NEDFi and WAPCOS, who are monitoring the schemes.

 

Ngomdir Middle School Golden Jubilee celebration ends

AALO, Nov 19: The week-long golden jubilee celebration of Ngomdir Middle School ended with lot of promises for the well-being of the school and its students by the alumni of the school today.

Addressing the closing ceremony, PWD superintending engineer Er. Tabe Doni said that it is a great feeling that a village school has been contributing to the development of the village, district and the state for last 50 years. Responding to public demand submitted by ZPM Kirbom Ngomdir for   black topping of 1.5km road from General Football Ground up to the village, Er. Doni assured to place it in the Annual Action Plan of the PWD.

Speaking on the occasion, Bamin Loyi, District Project Coordinator SSA, assured to take up two toilets for boys and girls immediately.  

The guests also gave away the trophies, prizes and certificates to winners and runners up of Golden Jubilee Football, Valley Ball and other co-curricular activities. The toppers of class VIII from the school since inception were also felicitated with certificates on the occasion. The dignitaries also visited the village area.

DC  visits airport colony, holds meet on law and order

DAPORIJO, Nov 19: Road accessibility within the colonies, drainage system, water supply, street lighting system, electricity connections and condition of the Govt. Middle School, Airport Colony were the problems that were considered during the inspection of Airport Colony at Daporijo by the Deputy Commissioner Komkar Dulom and his team of executive engineers and officers of the Power, Urban Development and PHE departments and the DDSE yesterday.

Earlier on Nov 17, issues like the law and order situation, cleanliness and environment protection with regards to fishing and hunting were discussed in a meeting with the major stakeholders at the Rijo Conference Hall, Daporijo.

DC Dulom and representatives from various departments attended the meeting.  The meeting also discussed all the problems faced in the colonies of Daporijo and market areas.

The common demand in the meeting was installation of high mast light in strategic points, street lighting in colonies to stop anti-social activities, road widening and proper drainage and regular patrolling in the town.

Addressing the gathering, the DC stressed on the need for the colony dwellers to work towards managing their own affairs and reducing their dependency on the government. He said that the colony members should take up welfare activities for the betterment of their area and the people. Dulom also called upon the people living in urban areas to maintain cleanliness and hygiene in personal life.

The departmental heads also pointed the problems and difficulties in fulfilling all the demands of the  people.

The Power department, however, agreed to install street lights in strategic locations in the colonies and requested the people to pay their electricity bills in a timely manner. The Urban Development department put emphasis on proper disposal of garbage and waste management. DIPRO

 

IGNOU celebrates foundation day

ITANAGAR, Nov 19: The Indira Gandhi National Open University (IGNOU) Regional Centre Itanagar celebrated its 29th Foundation Day at the Regional Centre conference hall today.

Delivering the Foundation day lecture, Dr. D. J. Kuba, stressed the need for facing the various challenges by India like infrastructure problem, quality and inequality prevelant, dependence on agriculture sector which is 57% which need to be shifted to manufacturing sector so that capital grows.

IGNOU was the first University in the country that has made study centres and appreciable education interventions in 58 Jails across the country. IGNOU provides free education to all Jail inmates.

IGNOU has currently 228 academic programmes on offer through 67 Regional Centres spread across the country ably supported by 2667 Learner Support Centres at the cutting edge level. IGNOU currently a cumulative student strength of over 3 million. There are 33212 academic counselors interacting with our learners on a part time basis he added.

IGNOU, the world’s largest university, was established by an Act of Parliament in 1985’ to advance and disseminate learning and knowledge by a diversity of means, including the use of any communication technology, to provide opportunities for higher education to a large segment of the population and to promote the educational well being of the community generally, to encourage the Open University and distance education systems in the educational pattern of the country and to coordinate and determine the standards in such system’.

Media always at receiving end

 

Over the last week, news reports of gender segregation in Aligarh Muslim University have snowballed into a national issue following indiscreet statements by its vice chancellor that appeared to justify denial of access to undergraduate girl students to the university’s main library. In the resultant furore, courts and the Union HRD minister have weighed in. But the brunt has been borne by the media — specifically Times of India newspaper, which first reported the VC’s statement. The reporter was threatened and “advised” to leave Aligarh, while the VC verbally endorsed some students’ demand for a “ban” on the newspaper from the university campus. There has been a countrywide outcry against these crude attempts at muzzling our free press.

The Editors’ Guild, the Indian Newspaper Society, senior editors, as well as writers, intellectuals, activists, educationists and scholars have all criticized the AMU administration. Banning of newspapers and urging media houses to shift out office from capital complex or permanently close down office has been witnessed in our state capital Itanagar too. Arunachal media today is subjected to all kinds of pressures from authorities, institutions, government, associations and unions. However the most unfortunate is the stoic silence maintained by normally vocal civil society groups and political parties over such atrocities against Arunachal media. In truth the curtailing of media rights is direct attack on the 4th pillar of democracy. Therefore, all those who cherish Indian democracy and believes that media plays a crucial role in it, must press for laws with strict criminal penalties to act as a deterrent against these anti-media freedom practices & activities.

Arbitrary act

Dear Editor,

Through the column of your esteemed daily, I would like to place my resentment over the late payment of rightful due    bills     to the contractors by some of departmental engineers, more specifically RWD Poma Division.

It is general habit of few Govt officials to harass and delay the payment for years together which is a violation of the guidelines or norms of the departments.

Such acts can be clearly termed as arbitrary.

I would like to make aware my fellow citizens, that I was the contractor who constructed the RCC school building Nyorch, Yupia under  the Multi-Sectoral      Project scheme and the bill for the payment for the        said     work was already released in the month of Feb' 2014 vide memo No. DPO/PP/MSDP-2/2 013-14, dated 18-02-2014 to the Executive Engineer, RWD Poma Division, Itanagar but the said payment was suppressed and denied for more than 8 (eight) months.

Having no other option, I happened to move the Hon'ble Gauhati High Court, Itanagar permanent Bench, Naharlagun with a prayer for adjudication of justice and accordingly on the direction of the Hon'ble Gauhati High Court, the said department was compelled to make payment.

If not for the court order,  I might have lost my rightful due. The court ruling has also encouraged me to stand against the illegalities as truth always prevails.

Connect the town

Dear Editor,

Through the column of your esteemed daily, we would like to draw the kind attention of the BSNL Authority, Itanagar and State Government towards the Non-functional erected BSNL mobile tower at Bassarnallo area under Sangdupota Administrative Circle.

The said BSNL Tower was erected in 2012, but it has not been made functional till date

Bassarnallo is one of the oldest places with ample natural beauty  located near the bank of Papum River and its is also Headquarters of Sangdupota Circle, which is 30km away from the State Capital, but till today deprived of the telecommunication facility, Transportation and Electrification.

The telecommunication is a basic requirement and essential for all today’s world but poor facilities are proving to be a bottleneck for  all.

Therefore, we urge the BSNL authority and State Government to find a solution immediately by activating the mobile tower for greater interest of the people of Bassarnallo area as well as Sangdupota Administrative Circle.

Broaden the horizon

Dear Editor,

The Job Mela in the State is gaining momentum.

The first phase Job Mela was organized on 30th August to 1st Sept, 2013 at I.G Park,Itanagar  where 9012 youths were selected to undergo skill  development training in various institutions.

The second phase of Job Mela was organized in district level from 12th Feb to 8th March, 2014 where 4931 candidates were selected.

Till today total youths who have joined  training under various Vocational Training Providers is 3278 but 416 youths dropped  out for one or other reasons.

1266 candidates have accepted jobs offered by VTPs after completion of their training and they are working in various parts of India.

However 540 have not picked up any job though they were offered with jobs after successful completion of their training due to personal or other reasons but it is informed that many of them are now self employed after receiving training through Job Mela.

The 416 trainees dropping out is a quite sizeable chunk. The concerned department should take a look at why so many trainees dropped out.

Is it due to lack of proper counselling to youths before they join the training or because of unhealthy environment at training places.

In recent past it has emerged that one VTP black listed however soon the decision was reversed.

On the other hand more and more VTPs are applying for empanelment under this Government which is very encouraging .Some VTPs have successfully provided training to youths but they fail to provide 70% placement hence their final payment cannot be made to them by department because as per MoU 70% placement is must. However many VTPs are doing well and they deserve appreciation for their successful endeavour.

Taking drop outs into account, the concerned Department should initiate a guideline to make a mandatory joint counselling both by VTP & Department with candidates.

After selection, the candidates, their parents or guardians too should be made to know about the VTPs, training, scope, nature of job and placement so that in future candidates may not resort to drop out half way from the training.

This is more pertinent as many candidates will be selected in the ensuing third phase of the Job Mela which has already begun at Khonsa on 18th November and concluding at Bomdila on 10th Dec2014.

Such specific counselling may help in  bringing  healthy relation among the candidates, VTPs and the Department.

I wish that the Job Mela which can change the future of several youths must broaden its horizon and spread its wings in time to come in order to accommodate hundreds and thousands of youths of this State.

Regularise wages

Dear Editor,

I would like to highlight few lines about the problems being faced by the villagers of 37th West Pasighat regarding wages of labour engaged for agriculture purpose as well as domestic help. There is no fixed wages/rate of labour. It is serious matter for the villagers those who do not even earn Rs 50 to Rs. 100 a month. How can villagers afford to pay Rs. 250 to Rs.300 per day even if they need help?

It is fact that those who are in Govt. Job can afford to pay Rs. 250 to Rs.300 as per day labour charges but the problem is for the villagers who do not make any money but need help in tending their agricultural field.

This high rate of wages of the labours are seen in the months June to August and October to December, the peak agricultural seasons.

It is my appeal to local administrations, Gaoh Burah’s and public leaders of the areas under 37th West Pasighat to look into the matters of labours wages and fix the rates so that common public may not face problems in near future.
