ITANAGAR, Nov 19: The VIII Mengio Anchal Chairperson Nabam Sera today clarified that no ASM had claimed for the quota in schemes.
Reacting to the reported statement of PD DRDA Toko Babu during District Level Vigilance and Monitoring Committee (DLVMC) meeting at Yupia on November 14 that some ASM chairpersons claimed for quota provisions in certain schemes, the Anchal chairperson expressed strong resentment over the PD statement. He said that they did not claim for the quota instead demanded that selection of beneficiary for schemes should be done from gram panchayat level rather than at district level.

ITANAGAR, Nov 19: The Arunachal Pradesh Tour Operators Association (APTOA) while supporting the proposed policies for relaxation of Protected Area Permit (PAP) and creating of new tourist circuits has expressed reservation over decision to delegate powers to issue PAP to Deputy Resident Commissioner (DRC) Kolkata and Guwahati directly to the Foreign Tourist without sponsorship of registered tourist operator.
APTOA has written to Chief Secretary for immediate rectification claiming this move will hamper the growth of tourism industry in this unexplored and under developed state.
“Once RCs and DRCs start issuing PAP directly to the foreign tourists without routing through local registered tour operators, the Tourism scenario of the state will surely hamper our fragile social set up as well the environment.
The present set up of infrastructure as well as atmosphere at grass root level in various tourist destinations is not yet in a proper mode to receive and accommodate tourists in bulk,” APTOA memorandum read.
Further it added, “If RCs and DRCs starts issuing PAPs without involving local registered tour operators, the tour operators from rest of the country will exploit and monopolise the system for their own commercial benefits as seen in Goa and other North East States of India like Nagaland and Manipur. The present form of issuing PAP to genuine tourists visiting Arunachal Pradesh through local registered tour operators is smooth and hassle free system.”
The present policy adheres to the State Government’s slogan of self employment and sustainable income generation as well as skill development avenues which involves the hospitality and service providers like, tour operators, guides, transporters, hoteliers, home stay promoters etc.

He also recommended for Rational deployment of existing HR (regular & contractual both) in concern with district as per case load of facility and training status of HR and decentralization of power of positing of HR within district to DMOs.
Timely procurement and regular supply of essential medicines from the state (DHS & NHM both) need to be ensured as stock out of medicines were observed, he said. Districts also need to strengthen their storage and supply chain system with proper maintenance of drug stock register. Supply of near to expiry drugs matter need to be looked into, he said and added: “inventory management training can also be given to the district. He also commented on large number of high cost uninstalled equipments like blood storage equipments, SNCU equipments, laparoscope, ultrasound machine etc as a matter of concern.
He opined that facility wise action plan needs to be prepared for hospital strengthening through prioritization of activities, like strengthening of labor room, new born services, display of citizen charter, JSSK entitlement and other IEC activities, bio medical waste management and general cleanliness, water supply in the facility etc.
“RKS fund should be optimally utilized for the same. Strengthening of District Programme Management Unit (DPMU) for proper implementation and monitoring of NHM activities in the district, he said. He also emphasized on strengthening the ASHAs by handholding through AFs. All AF to submit advance tour plan to MO i/c and keep it in the facility and accordingly will visit ASHAs.
Mentioning that training is an important part for improving quality of services, he opined that districts need to make comprehensive training plan as per level of service delivery especially at delivery points. He was very particular on the overstaffing and absenteeism in all the facilities visited. The team observed that few MOs, ANMs, DCM, BDM were absent from duty for months which need immediate action from the competent authority. Quality of construction work needs to be monitored and verified during and after completion of work by district verification team, he said adding that the DPR detail of each construction work should be shared with concern district to verify during and at the time of handover of the building.
He also emphasized on regular supportive and supervision monitoring visits by the State Health Authorities, DMOs, DRCHOs, DPMSU, BPMSU and MO i/cs and mandatory regular reviews of health activities by District Level Vigilance Committee is a must.
A brief meeting was also held with Lower Subansiri Deputy Commissioner on the health status of Lower Subansiri district. The DC assured help and support in overall implementation of health services especially convergence related issues in WIFS with allied departments like Education, WCD etc. The issues regarding high absenteeism of health staff was also discussed and requested to take regular visit to health facilities and conducting monthly review meetings with MO I/Cs. He was also requested to support for solar power back up to make blood storage unit functional.

Media always at receiving end
Over the last week, news reports of gender segregation in Aligarh Muslim University have snowballed into a national issue following indiscreet statements by its vice chancellor that appeared to justify denial of access to undergraduate girl students to the university’s main library. In the resultant furore, courts and the Union HRD minister have weighed in. But the brunt has been borne by the media — specifically Times of India newspaper, which first reported the VC’s statement. The reporter was threatened and “advised” to leave Aligarh, while the VC verbally endorsed some students’ demand for a “ban” on the newspaper from the university campus. There has been a countrywide outcry against these crude attempts at muzzling our free press.

intellectuals, activists, educationists and scholars have all criticized the AMU
administration. Banning of newspapers and urging media houses to shift out office
from capital complex or permanently close down office has been witnessed in our state
capital Itanagar too. Arunachal media today is subjected to all kinds of pressures
from authorities, institutions, government, associations and unions. However the
most unfortunate is the stoic silence maintained by normally vocal civil society
groups and political parties over such atrocities against Arunachal media. In truth
the curtailing of media rights is direct attack on the 4th pillar of democracy. Therefore,
all those who cherish Indian democracy and believes that media plays a crucial role
in it, must press for laws with strict criminal penalties to act as a deterrent against
these anti-

Arbitrary act
Dear Editor,
Through the column of your esteemed daily, I would like to place my resentment over the late payment of rightful due bills to the contractors by some of departmental engineers, more specifically RWD Poma Division.
It is general habit of few Govt officials to harass and delay the payment for years together which is a violation of the guidelines or norms of the departments.
Such acts can be clearly termed as arbitrary.
I would like to make aware my fellow citizens, that I was the contractor who constructed

Having no other option, I happened to move the Hon'ble Gauhati High Court, Itanagar permanent Bench, Naharlagun with a prayer for adjudication of justice and accordingly on the direction of the Hon'ble Gauhati High Court, the said department was compelled to make payment.
If not for the court order, I might have lost my rightful due. The court ruling has also encouraged me to stand against the illegalities as truth always prevails.

The said BSNL Tower was erected in 2012, but it has not been made functional till date
Bassarnallo is one of the oldest places with ample natural beauty located near the bank of Papum River and its is also Headquarters of Sangdupota Circle, which is 30km away from the State Capital, but till today deprived of the telecommunication facility, Transportation and Electrification.
The telecommunication is a basic requirement and essential for all today’s world but poor facilities are proving to be a bottleneck for all.
Therefore, we urge the BSNL authority and State Government to find a solution immediately by activating the mobile tower for greater interest of the people of Bassarnallo area as well as Sangdupota Administrative Circle.

Broaden the horizon
Dear Editor,
The Job Mela in the State is gaining momentum.
The first phase Job Mela was organized on 30th August to 1st Sept, 2013 at I.G Park,Itanagar where 9012 youths were selected to undergo skill development training in various institutions.
The second phase of Job Mela was organized in district level from 12th Feb to 8th March, 2014 where 4931 candidates were selected.
Till today total youths who have joined training under various Vocational Training Providers is 3278 but 416 youths dropped out for one or other reasons.
1266 candidates have accepted jobs offered by VTPs after completion of their training and they are working in various parts of India.
However 540 have not picked up any job though they were offered with jobs after successful completion of their training due to personal or other reasons but it is informed that many of them are now self employed after receiving training through Job Mela.
The 416 trainees dropping out is a quite sizeable chunk. The concerned department should take a look at why so many trainees dropped out.
Is it due to lack of proper counselling to youths before they join the training or because of unhealthy environment at training places.
In recent past it has emerged that one VTP black listed however soon the decision was reversed.
On the other hand more and more VTPs are applying for empanelment under this Government which is very encouraging .Some VTPs have successfully provided training to youths but they fail to provide 70% placement hence their final payment cannot be made to them by department because as per MoU 70% placement is must. However many VTPs are doing well and they deserve appreciation for their successful endeavour.
Taking drop outs into account, the concerned Department should initiate a guideline to make a mandatory joint counselling both by VTP & Department with candidates.
After selection, the candidates, their parents or guardians too should be made to know about the VTPs, training, scope, nature of job and placement so that in future candidates may not resort to drop out half way from the training.
This is more pertinent as many candidates will be selected in the ensuing third phase of the Job Mela which has already begun at Khonsa on 18th November and concluding at Bomdila on 10th Dec2014.
Such specific counselling may help in bringing healthy relation among the candidates, VTPs and the Department.
I wish that the Job Mela which can change the future of several youths must broaden its horizon and spread its wings in time to come in order to accommodate hundreds and thousands of youths of this State.

Regularise wages
Dear Editor,
I would like to highlight few lines about the problems being faced by the villagers of 37th West Pasighat regarding wages of labour engaged for agriculture purpose as well as domestic help. There is no fixed wages/rate of labour. It is serious matter for the villagers those who do not even earn Rs 50 to Rs. 100 a month. How can villagers afford to pay Rs. 250 to Rs.300 per day even if they need help?
It is fact that those who are in Govt. Job can afford to pay Rs. 250 to Rs.300 as per day labour charges but the problem is for the villagers who do not make any money but need help in tending their agricultural field.
This high rate of wages of the labours are seen in the months June to August and October to December, the peak agricultural seasons.
It is my appeal to local administrations, Gaoh Burah’s and public leaders of the areas under 37th West Pasighat to look into the matters of labours wages and fix the rates so that common public may not face problems in near future.
